Access to the planning data--like flood maps is but one example. Use real time data to build the picture. Identify what the impacts will be by looking at the fixed resources in the area.
You want to have real time information via field operations and staff in the field having hand held devices.

Basic data can be sent in from the field that paints the picture.

Kentucky is using a viewer to look at preloaded data. Planning and analysis tools can be used to monitor events. Things like live traffic cameras, news feeds, Web 2.0 reports,
