Overview

The State of Washington hosted the first ever Governor’s Summit on Cyber Security and Privacy, convening an audience of public and private sector executives and policy leaders. This invitation only summit provided an open forum for the discussion of the latest cyber security and privacy issues, threats, and responses. This event provided be opportunities for discussion on how to best engage resources to ensure economic resiliency and infrastructure security in an increasingly complex and diverse threatscape. Organized by the Washington State Office of the Governor and the Washington State Office of Cyber Security, a division of Washington Technology Solutions (WaTech), the summit featured presentations from federal, state and private sector cyber security and privacy leaders.

Governor, State of Washington

Jay Inslee is a fifth-generation Washingtonian who grew up in the Seattle area. His father, Frank, was a high school teacher and coach. His mother worked as a sales clerk at Sears & Roebuck. Jay worked his way through college and graduated from the University of Washington with a degree in economics before earning his law degree at Willamette University. He and his wife, Trudi, then moved to Selah where Jay worked as a prosecutor and they raised their three sons.Jay first became involved in public service in 1985 when he and Trudi helped lead the effort to build a new public high school in Selah. Motivated to fight against proposed funding cuts for rural schools, Jay went on to represent the 14th Legislative District in the state House of Representatives. He continued serving communities in the Yakima Valley when he was elected to Congress in 1992. The Inslees later moved back to the Puget Sound area where Jay was elected to Congress in 1998, serving until 2012.Jay and Trudi are proud grandparents of three. Besides writing and illustrating books for his grandchildren and sketching scenes from around Washington, Jay is an avid cyclist and charter member of Hoopaholics.During his time in Congress, Jay became known as a forward-thinking leader, especially on issues of clean energy and the environment. He co-wrote a book, "Apollo's Fire: Igniting America's Clean-Energy Economy," about the job-creating potential of the clean tech industry. As governor, Jay's top priority is growing Washington's innovative industries such as clean energy, IT and life sciences, and strengthening existing industries such as aerospace, agriculture, maritime and military. Since 2013, Washington has experienced a seven-year low in unemployment rates, record exports and notable growth in Washington’s key industries.

Julie Brill

Commissioner, Federal Trade Commission

Julie Brill was sworn in as a Commissioner of the Federal Trade Commission on April 6, 2010. Since joining the Commission, Ms. Brill has been working actively on issues of critical importance to today’s consumers, including protecting consumers’ privacy, encouraging appropriate advertising substantiation, guarding consumers from financial fraud, and maintaining competition in industries involving health care and high-tech.

Commissioner Brill has been named “the Commission’s most important voice on Internet privacy and data security issues”, a “key player in U.S. and global regulations”, “one of the top minds in online privacy”, one of the top four U.S. government players “leading the data privacy debate”, “one of the top 50 influencers on big data”, and a “game-changer”. In 2014, she received the Privacy Leader of the Year Award from the International Association of Privacy Professionals.

Commissioner Brill is an advocate of protecting consumers’ privacy, especially with new online and mobile technologies, and supports the creation and implementation of mechanisms to give consumers better information and control over the collection and use of their personal online information. In her speeches, publications and meetings with a wide variety of stakeholders, Commissioner Brill calls on industry and policymakers to improve privacy by developing practical solutions rooted in both consumer protection and competition principles.

Commissioner Brill has been named “one of the 50 most powerful people in health care”. She advocates for effective antitrust enforcement in the health care and high-tech sectors. She wrote the Commission’s unanimous decision in ProMedica, dissolving the merger of two hospitals in Toledo, Ohio. Commissioner Brill’s ProMedica decision was recently upheld on appeal by the U.S. Court of Appeals for the Sixth Circuit.

Commissioner Brill focuses on the need to improve consumer protection in the financial services arena. She advocates improving regulations and enforcement involving credit reporting, debt collection and in other financial areas. She is particularly interested in combatting frauds targeting consumers caught up in the economic downturn. She strongly supports increased cooperation among the FTC, the CFPB, and the States as they implement the provisions of the 2010 Dodd-Frank Wall Street Reform and Consumer Protection Act.

Commissioner Brill has received numerous national awards for her work. In addition to the 2014 Privacy Professionals Privacy Leader of the Year Award, she also received the New York University School of Law Alumna of the Year Award, was named one of eight " Government Stars” among the “2015 Attorneys Who Matter", and was recently elected to the American Law Institute.

Prior to becoming a Commissioner, Ms. Brill was the Senior Deputy Attorney General and Chief of Consumer Protection and Antitrust for the North Carolina Department of Justice. Commissioner Brill has also been a Lecturer-in-Law at Columbia University’s School of Law. Before serving as Chief of Consumer Protection and Antitrust in North Carolina, Commissioner Brill served as an Assistant Attorney General for Consumer Protection and Antitrust for the State of Vermont for over 20 years. Prior to coming to the Vermont Attorney General’s office, Commissioner Brill was an associate at Paul, Weiss, Rifkind, Wharton & Garrison in New York. She clerked for Vermont Federal District Court Judge Franklin S. Billings, Jr. Commissioner Brill graduated, magna cum laude, from Princeton University, and from New York University School of Law, where she had a Root-Tilden Scholarship for her commitment to public service.

Travis LeBlanc

Travis LeBlanc

Chief of the Bureau of Enforcment, Federal Communcations Commission (FCC)

Travis LeBlanc is Chief of the Bureau of Enforcement at the Federal Communications Commission where he leads the Commission’s largest organizational unit, including its 24 field offices around the country.

Prior to joining the FCC, LeBlanc served as Special Assistant Attorney General of California and a senior advisor to Attorney General Kamala D. Harris. In this capacity, he oversaw the California Department of Justice’s operations and activities involving complex litigation, legislation, and policy matters such as technology regulation, telecommunications, high-tech crime, cybersecurity, privacy, intellectual property, antitrust, and health care. He established California’s first high-tech crime and privacy enforcement units. He also secured agreements with leading technology companies to protect consumer privacy, promote online safety, and respect intellectual property rights. He is an Affiliated Scholar at the University of California Hastings College of the Law and a member of the American Law Institute.

LeBlanc previously served in the Obama Administration as an attorney in the U.S. Department of Justice’s Office of Legal Counsel, which advises the President, Attorney General, and general counsels of executive branch agencies on the constitutionality and legality of the programs and activities of the United States government. He has worked as an attorney at Williams & Connolly LLP in Washington, D.C. and Keker & Van Nest LLP in San Francisco, where his practice concentrated on white-collar criminal defense and complex civil litigation. From 2012-2014, LeBlanc was an Appellate Lawyer Representative to the United States Court of Appeals for the Ninth Circuit and in 2012, he was selected as Columbia Law School’s Visitor from Government Practice. He clerked for the Hon. Stephen Reinhardt on the United States Court of Appeals for the Ninth Circuit. He has an A.B. from Princeton University, an M.P.A. from the John F. Kennedy School of Government at Harvard University, a J.D. from Yale Law School, and an LL.M. in International Law from the University of Cambridge.

Brigadier General (retired) Gregory J. Touhill

Deputy Assistant Secretary for Cybersecurity and Communications, Department of Homeland Security

Brigadier General (retired) Gregory J. Touhill is the Deputy Assistant Secretary for Cybersecurity and Communications within the National Protections and Programs Directorate (NPPD) of the Department of Homeland Security (DHS), where he focuses on the development and implementation of operational programs designed to protect our government networks and critical infrastructure systems.General Touhill retired from the U.S. Air Force in July 2013 after a distinguished career culminating as the Chief Information Officer and Director of Command, Control, Communications, and Cyber Systems at U.S. Transportation Command—one of the nation’s 10 combatant commands. A highly decorated combat leader, he served as the United States Defense Attaché to Kuwait and as the 81st Training Wing commander, where he established the Air Force’s Cyberspace Operations training programs and led the $1 billion rebuilding of Keesler AFB, Miss., in the aftermath of Hurricane Katrina.
General Touhill is a distinguished graduate of the Squadron Officer School, the Air Command and Staff College, and the Advanced Communications Officer Training school, where he received the Webb Award as the top graduate. He also is a graduate of the Air War College, the Armed Forces Staff College, the Harvard University John F. Kennedy School of Government Senior Executive Fellows program, and the University of North Carolina’s Logistics and Technology Program for Executives.
General Touhill maintains the Certified Information Systems Security Professional (CISSP), Certified Acquisition Professional, and the Master Professional Director certifications.

Michael Cockrill

Michael Cockrill

Director and Chief Information Officer, Washington Technology Solutions, State of Washington

Governor Jay Inslee appointed Michael Cockrill as the Washington State CIO in January 2013, to help transform government technology and better serve Washington State citizens. Michael led the creation of a new state agency, consolidating three separate information technology groups into one central organization, Washington Technology Solutions (WaTech). To get the most out of information technology he oversaw reforms to IT project oversight and IT investment prioritization. In 2015 he helped found the Washington State Office of Cyber Security as part of WaTech, and created the state’s Office of the Chief Privacy Officer.
Michael Cockrill brings to the state more than 20 years of operational experience building both software and software companies in the private sector including PhotoRocket, Atlas Accelerator, Mixxer, and Qpass. He is also a nine-year veteran of Microsoft, where he led Product Management on MSN’s original e-commerce efforts and the client strategy for Microsoft Merchant Server and Commerce Server, as well as design and development of the Microsoft Wallet and the Commerce division’s overall payment strategy. Michael holds a double BS in Computer Science and Mathematics from the University of Puget Sound, in addition to non-degree graduate work at UCLA and the University of Otago, New Zealand.

David R. Edelman

Special Assistant to the President for Economic and Technology Policy

R. David Edelman is Special Assistant to the President for Economic and Technology Policy at the National Economic Council (NEC) and Office of Science and Technology Policy (OSTP). He leads policy development and coordination on issues relating to the digital economy, including broadband competition and access, high-tech intellectual property, online privacy, technology trade, and Internet governance.

Beginning in 2012, he served as Senior Advisor for Internet, Innovation, and Privacy at OSTP and NEC. From 2010 to 2012, he served as the first Director for International Cyber Policy at the White House National Security Council, where he managed issues at the intersection of cybersecurity and foreign policy. Prior to his time at the White House, he served as Policy Advisor in the State Department’s Office of Cyber Affairs, where he was responsible for developing U.S. diplomatic strategy and international legal doctrine on cyber issues, and led negotiations on Internet issues at the United Nations. He also previously served as a foreign affairs analyst specializing in Northeast Asia.

He holds a B.A. in history from Yale University, and master's and doctorate degrees in international relations from Oxford University.

Ms. Francy is the Executive Director of the Aviation Information Sharing and Analysis Center that coordinates the public-private partnership with the aviation industry and the U.S. Government. Prior to leading the Aviation ISAC, she led the Boeing Commercial Airplanes Cyber ONE team. The Cyber ONE team is an enterprise-wide Community of Excellence (CoE) group that works together across the Boeing Company focused on leveraging the best of Boeing in the cyber domain.

As a Senior Security Solution Architect, Randy Guin is responsible with assisting in all phases of IT Security management; ranging from general discussions addressing customer concerns to delivery of designated security services and solutions. With over 16 years of IT Security experience working with small businesses to Fortune 500 companies, as well as Federal, State and local governments, Randy has a track record of successfully implementing security solutions which mitigate all aspects of risk based on business requirements.
Prior to joining the Enterprise Solutions Group at SHI, Randy was the IT Enterprise Security Officer at Dallas County, TX for over 7 years. As a trusted advisor and staff member for the Chief Information Officer, the role encompassed all aspects of IT security; policy, process & procedure development and implementation, compliance (PCI, HIPAA, CJIS), internal and external audit, network architecture and application security review, implementing and management of various IT security solutions (IPS, SIEM, NGFW, email and URL filtering), and management of the Microsoft Enterprise Agreement.

Director of Physical Security, Data Center Operations, Amazon Web Services

As the first Director of the NCCIC he established DHS’s 24x7 cyber situational awareness, incident response, and management center that is the national nexus of cyber and communications integration. Mr. McGurk also established the Industrial Control Systems Cyber Emergency Response Team (ICS-CERT). He was also an arms control inspector for the Department of Defense conducting numerous inspections throughout the Soviet Union and subsequent Commonwealth of Independent States.

Ms. Menna leads bank and sector-wide efforts to strengthen the cybersecurity ecosystem and build public-private partnerships including promoting meaningful cybersecurity legislation. In addition, she leads U.S. Bank's Information Systems Security Strategic Intelligence Program. Prior to joining U.S. Bank, she held leadership positions in the Department of Homeland Security’s Office of Cybersecurity and Communications, responsible for securing federal civilian, state and local government and critical infrastructure networks, as well as cyber incident response.

Frank Montoya, Jr.

Frank Montoya, Jr.

Special Agent in Charge, Seattle Division, Federal Bureau of Investigation (FBI)

In May 2014, Director James B. Comey named Frank Montoya, Jr. special agent in charge of the FBI’s Seattle Division. Mr. Montoya was most recently detailed to the Office of the Director of National Intelligence, where he served as the national counterintelligence executive. In this role, he was the head of national counterintelligence for the United States government.

Mr. Montoya began his career as a special agent with the FBI in May 1991. He reported to the San Antonio Division, where he worked violent crime and established and led the division’s fugitive task force. Mr. Montoya also worked temporarily in the Oklahoma City Division to assist in the Alfred P. Murrah Federal Building bombing investigation.

In June 1996, Mr. Montoya transferred to the San Juan Division. During this assignment, he worked in the special operations group and served as a surveillance team leader on drug, violent crime, and national security cases. He was then assigned to the Washington Field Office’s national security squad. While there, Mr. Montoya participated in and led domestic and foreign investigations and operations.

In April 2000, Mr. Montoya was promoted and transferred to FBI Headquarters to oversee national security investigations and operations. During this time, he assisted in the Robert Hanssen investigation. Mr. Montoya transferred to the Milwaukee Division in November 2002. He served as supervisor and oversaw the counterintelligence squad and several national security investigations.

He returned to FBI Headquarters in December 2005, and was promoted to unit chief in the Counterintelligence Division. Mr. Montoya participated in the establishment of the National Cyber Investigative Joint Task Force. In July 2007, he transferred to the San Francisco Division as assistant special agent in charge in the Counterintelligence Branch.

In 2009, he was promoted to section chief in the Counterintelligence Division. Two years later, he was selected as special agent in charge of the Honolulu Division.

Mr. Montoya received a Bachelor of Arts degree in journalism from Brigham Young University and served in the U.S. Army as an infantry officer.

Director of Security Programs, Amazon Web Services

Bill Murray is the Director of Security Programs in the Amazon Web Services (AWS) Security Group. His efforts revolve around ensuring a safe and secure cloud computing environment for commercial, enterprise and government agencies. He is responsible for the programmatic oversight of physical security for all Amazon data centers worldwide and oversees the operation of AWS’ Security Operations Centers both in the US, Europe and Asia. He is also the AWS Security Law Enforcement Liaison providing guidance, information and education to law enforcement agencies working with AWS.
Prior to joining AWS, Mr. Murray had a long career within the Federal Government, most recently with the Federal Bureau of Investigation (FBI), where he served as Chief of the FBI Investigative Analysis Unit. His team conducted deep technical analysis of seized computer media as well as the investigations into network intrusions. Mr. Murray also served as the spokesperson for the FBI Cyber Division and National Infrastructure Protection Center.
Prior to joining the FBI, Mr. Murray was Director of Broadcast Operations at the Defense Intelligence Agency. During this time he oversaw the dissemination of crisis intelligence matters to the Secretary of Defense, Joint Chiefs of Staff and other Major Commands and intelligence organizations world-wide.
Mr. Murray has Bachelor of Arts degree in Journalism from the University of Pittsburgh, and a Master’s Degree in Public Affairs from The American University. He is a former Naval Officer and a pilot.

David Sarabacha is the global leader of Deloitte’s Resilience offerings, within our Strategic Cyber Risk Services practice.  David has over twenty five years of experience in the development, implementation and review of emergency response, crisis management, business continuity (BC), disaster recovery (DR) and continuity of operations (COOP) plans.  His focus is on the development of practical, cost-effective recovery strategies and plans for mission critical operations including a focus on BETH3 TAP, an approach developed and refined by  Deloitte.  By examining the critical buildings/facilities, equipment, technology, human resources and third party requirements for any given process, effective resiliency capabilities can be developed.  David has extensive experience throughout the BCM/COOP development process including: risk assessments, impact analyses, and strategy and plan development efforts as well as training against and exercising plans.  He has also developed procedures for maintaining plans once they are exercised successfully to ensure that the information remains current, accurate and auditable.  David has provided BCM/COOP services to clients across nearly every industry in both the Federal and Commercial space, from the Civilian sector to Defense and across many industries including financial services, life sciences, healthcare, media, technology and energy to name just a few.

Dr. Phyllis Schneck

Deputy Under Secretary for Cybersecurity and Communications, National Protection and Programs Directorate (NPPD), Departmentof Homeland Security (DHS)

Dr. Phyllis Schneck serves as the Deputy Under Secretary for Cybersecurity and Communications for the National Protection and Programs Directorate (NPPD). She is the chief cybersecurity official for the Department of Homeland Security (DHS) and supports its mission of strengthening the security and resilience of the nation's critical infrastructure.
Schneck came to DHS from McAfee, Inc., where she was Chief Technology Officer for Global Public Sector. She was responsible for the technical vision for products and service for public sector as well as global threat intelligence, industrial control system security and telecom strategy. She drove strategic thought leadership around technology and policy in cybersecurity and led initiatives in adaptive security and intelligence in networks for critical infrastructure protection and cross-sector cybersecurity.
Schneck has had a distinguished presence in the security and infrastructure protection community. She has served as a Commissioner on public-private partnership, and a working group Chair for the CSIS Commission to Advise the 44th President on Cybersecurity.
Schneck was the Chairman of the Board of Directors of the National Cyber Forensics and Training Alliance, a partnership between corporations, government and law enforcement for cyber analysis to combat international cybercrime. Schneck was also Vice Chairman of the NIST Information Security and Privacy Advisory Board. Schneck was recently named the Loyola University Maryland David D. Lattanze Center 2012 Executive of the Year.
Schneck served eight years as chairman of the National Board of Directors of the FBI’s InfraGard program and founding president of InfraGard Atlanta, growing the program from 2,000 to over 30,000 members nationwide. She was responsible for the strategic growth and vision of the private sector side of InfraGard, often representing InfraGard in the creation of national policy. She was chiefly responsible for the first Memorandum of Understanding between DHS and InfraGard and increasing InfraGard’s engagement with DHS officials nationwide.
Named one of Information Security Magazine’s Top 25 Women Leaders in Information Security, Schneck has briefed numerous foreign governments on information sharing and infrastructure protection, has worked with the UK infrastructure protection and cybersecurity authorities on US partnership, and moderated the White House Town Hall Meeting in Atlanta for the National Strategy to Secure Cyberspace.
She holds seven information security patents and has six research publications in the areas of information security, real-time systems, telecom and software engineering.
Schneck received her Ph.D. in Computer Science from Georgia Tech, and pioneered the field of information security and security-based high-performance computing at Georgia Tech. She served on the Steering Committee for the Sam Nunn Information Security Forum as well as a term on the Georgia Tech Advisory Board, and cofounded the Georgia Tech Information Security Center and the Georgia Electronic Commerce Association's Working Group on Information Security.
