Focused on “SMART Citizen” enablement we must collectively improve services and experiences of all residents, businesses, visitors and “everything” in, around and across the state.

Fast. Establish Illinois “FIRST” mindset; one state, one High Performing IT Team based on agile methods and approaches.
Innovative. Leverage shared innovation and best practices from agencies = Agencies drive innovation.
Responsive. Launch state-wide “One service catalog, One service desk” for technology based upon ITSM. Include improved procurement processes and establish a common management of vendor contracts and services with a keen eye on a consolidated return on investment (ROI) focused budget and priorities.
Smarter. Enable a Smarter Illinois Focus with the Mindset = ERP*, Mobile*, Cloud*, Analytics* and IoT* Where the “*” = “FIRST”…this guiding principal is simply a checklist and if each item is not checked off then the governance process will not allow an effort to go forward.
Technology. Work to reduce duplicative systems and efforts across the state. Build common functions into enterprise systems on enterprise platform for computing. Maximize efforts of a 1,700 strong IT workforce to get maximum return on taxpayer investment.
Illinois “FIRST” helps us create a unique ecosystem that allows agencies across the state to improve its operations and get closer to the resident and business customer with minimal overhead and maximum reach. The proliferation of structured and unstructured data is creating new business models.
None of the five technologies can be an afterthought because the synergy, created by ERP, mobile, cloud, analytics and IoT working together to enable innovative, cost effective resident and business engagement solutions, will make Illinois globally competitive.
