Moore served as CIO of Georgia from 2006 to 2011 under Gov. Sonny Perdue, and stepped down when Nathan Deal took office — a move common among state CIOs. Back then Granicus was a smaller company focused on livestreaming public meetings and managing associated documents such as agendas.
But in 2016, the private equity firm Vista Equity Partners merged Granicus with GovDelivery, roughly doubling its size and adding communications tools such as newsletter distribution to its portfolio. The company has only grown since then, using acquisitions to get into website building and digital services.
All of that has become more important for government during the COVID-19 pandemic, as jurisdictions shut down their offices, rapidly enacted new policies and moved work online.

Government Technology named Moore to its Top 25 Doers, Dreamers and Drivers list in 2011. He is also a former senior fellow with the Center for Digital Government, which is a part of Government Technology’s parent company, e.Republic.
