Sonny recently retired from the position of CIO of Montgomery County, Md., where he led digital transformation efforts for almost eight years. He leveraged the county’s 300 technology staff and annual technology budget of over $200 million to successfully develop and implement strategies that enabled the digitalization of many of the county’s 350 services in almost every functional area from public health and transportation to telecommunications and public safety. He was also responsible for justifying capital budgets for large modernization efforts in key constituent service areas. During his tenure as CIO, many of Montgomery County’s technology programs were consistently nationally recognized.
Prior to assuming the role of Montgomery County CIO, Sonny was vice president at a successful software products and IT professional services firm with clients in the federal, state and local government sectors. He was responsible for managing the company’s information security, software and solutions development, and network infrastructure management practices.
Sonny is passionate about IT strategy planning to improve the constituent experience and enhance government service delivery efficiency through digitalization. He believes strongly in public-private partnerships and cross-sector technology practice transfer and adaptation to foster an agile response to ever growing demands on government.
Sonny is available to local government IT leaders, managers, elected officials and private-sector solutions providers to share experience and strategies he uses to enable the alignment of government technology investments and programs with targeted business goals and outcomes at any scale.
