One challenge in updating applications is educating users about solutions that appear to be cloud applications but really aren't.
Colorado CTO David McCurdy is developing an upgrade path for some 1,200 state government applications, many of them more than 20 years old. New technologies and an evolving workforce are prompting Colorado to re-evaluate many of these functions, McCurdy said, in an interview during the NASCIO 2015 Midyear Conference.
