She will temporarily replace former CIO Hugh Miller, who left the position on Jan. 10. He had been with the city since December 2018.
Carter is director of the city’s Department of Court and Detention Services and clerk of the court, positions she has held for the last 15 years. She was asked to serve as interim CIO by Chief Financial Officer Elizabeth Reich, who has been overseeing city IT since last month as the national search for a permanent IT chief continues.
The interim CIO has worked for Dallas for more than three decades, with management experience in administration, finance, contracts and operations. She began her career in risk management and has had positions within the city manager’s office, the Office of Community Care, the Office of the Mayor and City Council, Aviation and the Department of Convention and Event Services.
Carter is no stranger to using technology to improve government.
“During her tenure in Courts, she led the department through the transition from Old City Hall to a $10 million renovation project of the Court’s building,” Reed wrote. “Gloria led the software conversion project of the court case management system from a mainframe to a Web-based system. Today, Court and Detention Services is recognized and respected as a leader in the state.”
