Gov. John Carney made the announcement yesterday in a press release. Clarke has served as the state's acting CIO since September, when James Collins left the position after a six-year tenure for a position with Microsoft.
Clarke had been DTI's chief operating officer for more than two years when he stepped in as acting CIO. He has worked for the state of Delaware since 2007. Prior to working in public service, he was with Bank of America for several years.
The governor's press release indicated that Clarke "has helped manage an expansion of high-speed broadband service in rural Kent and Sussex counties and is leading a transition to digital government services at DTI."
