Wayne County, Mich., Register of Deeds' Office Contracts For $5 Million Records Management System

Wayne County Register of Deeds, Bernard J. Youngblood, announced that the county has contracted with Austin-based Hart InterCivic to purchase the company's Anthem System for the automated management of public records including land records, as well as additional services including automated indexing capabilities, public access to records, electronic recording of documents and support services.

The contract is valued at over $5.03 million and spans five years including hosting, maintenance, support, technology upgrades to the system and a disaster recovery plan. This contract represents Hart's largest records management services contract and the largest implementation of its widely acclaimed Anthem System, currently in use in over 50 counties in 11 states.

"Wayne County is partnering with Hart to provide our office and the public with a complete records management solution continuing to offer public access to these records via the Internet, automated indexing and the electronic recording of documents. Hart's Anthem Records Management System will build upon our current accomplishments in records management, increase the efficiency of our office, provide enhanced services and maintain accessibility to the public while providing the lowest total cost of ownership for a records management system, so we are looking forward to sharing more information about this system and its features as we move forward with the project."

The Register of Deeds' Office currently processes over 2,500 documents each day and is the nation's 10th largest county with a population of 2,028,778 according to the National Association of Counties (NACo). Wayne County is the home of the City of Detroit, one of the nation's largest cities, and its county seat.

The Register of Deeds' Office began implementing the Anthem System this month and the system is scheduled to be ready for use in the Spring/Early Summer of 2006.
