Tom Noorkah

Director of Financial Systems at the City of Columbus

Tom Noorkah is the Director of Financial Systems for the City of Columbus Auditor’s Office. Tom has been involved with the City’s financial systems his entire 25 year tenure with the City in various capacities and he has been in the public sector for over 27 years. He is the leader of the North American Dynamics Community Public Sector Special interest group and was awarded Dynamics All star status in 2019. Tom is a graduate of The Ohio State University and resides in Northwest Columbus with his wife and daughter.

Gianluca Cairo

Industry Principal, Public Sector, Ceridian

Gianluca is currently Industry Principal, Public Sector at Ceridian. Previously, he was the Chief of Staff to the Minister of Innovation, Science and Economic Development and to the Minister of Public Services and Procurement in the Government of Canada. Prior to returning to the Public Sector, Gianluca was Vice President, Global Operations at ARGUS Software responsible for global operations including IT, MIS, Legal, and Talent Management. Gianluca has over 15 years of senior leadership experience in Operations, Strategic Planning and public affairs.

Co-executive Director, Center for Digital Government

Teri Takai is the Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards.
