Clark County, Nev., CIO Louis Carr Departs, Heads to Los Angeles Department of Water and Power

Carr will assume the role chief information technology officer for the Los Angeles Department of Water and Power in mid-November.

It’s been more than three years since Louis Carr Jr., took on the CIO role for Nevada’s Clark County, but now he is moving on to head up IT operations for Los Angeles’ premier utility provider.

"My last day with Clark County will be Friday November 11th," Carr wrote in an email to friends and colleagues on Oct. 14. "Since IT plays a significant role in supporting the Elections Department, this is a watershed election and Nevada is a 'purple' state, I wanted to stay through the November 8th election."

In an internal bulletin, Los Angeles Department of Water and Power General (LADWP) Manager David Wright announced that Carr would be joining the municipal utility agency as the chief information technology officer effective Nov. 14.

In addition to serving as the CIO for Nevada’s most populated county, Carr also served as CIO for the Texas Department of Transportation and of Arlington, Texas, prior to that. During his tenure at Clark County, Carr managed $45 million in operations, 160 employees and IT across 38 departments.

According to the bulletin, Carr will report to Wright on the status of critical information technology systems and infrastructure, cybersecurity and system integration.
