Leech previously served as DTI’s deputy director under former Director Brian Osterloh, who retired at the end of March 2023 after 19 years with the city.
Osterloh led the department through many technology initiatives, including the creation of the city’s 311 Community Contact Center, the launch of Albuquerque smart city initiatives and the creation of the Broadband Office.
Leech brings both public- and private-sector experience to the role and his time with the city dates back to 2008, when he worked in open data and innovation. He would go on to manage the Albuquerque Police Department technical services unit.
Leech told Government Technology that there are a lot of things he’s looking forward to accomplishing in his new role, but that the most critical thing is making sure the city has the secure infrastructure to meet the needs of residents and the government.
“The Department of Innovation and Technology is dedicated to improving the lives of Albuquerque’s residents and businesses through the power of technology,” Leech said in a press release. “I am honored to lead such a talented team and excited to continue working towards creating a more connected and accessible city for all.”
Mayor Tim Keller also named Feliz Baca to the position of deputy director for the Office of Equity and Inclusion.
“Both the Department of Technology and Innovation and the Office of Equity and Inclusion play crucial roles in making our city more accessible for everyone who lives here,” said Mayor Tim Keller in the announcement.
