NASCIO Pays Tribute to Tech Innovators, Unveils New President

The National Association of State Chief Information Officers named a new president this week and recognized visionary tech leaders who broke barriers to drive innovation, strengthen cybersecurity and further elevate the overall IT landscape.

The National Association of State Chief Information Officers (NASCIO) hosted its annual conference this week in Minneapolis, Minn., where it recognized IT leadership and innovative public-sector projects.

The organization honored outstanding achievements through a range of awards, including the State Technology Innovator Award, the Thomas M. Jarrett State Cybersecurity Leadership Award, and several State IT Recognition Awards.

The association also appointed Jim Weaver, current secretary and CIO of the North Carolina Department of Information Technology, as its new president during the event. Weaver takes the mantle from Tennessee CIO Stephanie Dedmon.

2023 STATE TECHNOLOGY INNOVATOR AWARD


The State Technology Innovator Award recognizes public servants who have propelled state technology initiatives, tools and policies forward through collaborations, research and the adoption of innovative technological strategies, all to enhance the well-being of the constituents they serve.

The recipients of this year’s State Technology Innovator Award were New Jersey Chief Operating Officer Roger Gibson; North Carolina Chief Deputy State CIO and Chief Services Officer Susan Kellogg; and Kansas Chief IT Architect Alex Wong.

STATE CYBERSECURITY LEADERSHIP AWARD


Illinois CISO Adam Ford was the recipient of the 2023 Thomas M. Jarrett State Cybersecurity Leadership Award.

Ford, who was nominated for the award by Illinois CIO Sanjay Gupta, has served as the state's CISOsince 2018 and has played a pivotal role in fortifying the state's digital security infrastructure through the implementation of robust security controls, encryption protocol and access management systems to protect data.

Ford has also been a driving force behind initiatives aimed at enforcing multifactor authentication for network and system access, spearheading the state's transition to a zero-trust architecture.

2023 STATE IT RECOGNITION AWARDS


NASCIO also announced the recipients of the 2023 NASCIO State IT Recognition Awards, which recognize the use of IT toward improving government service delivery.

The Business Process Innovations Award was given to the state of Michigan for its “Michigan All in for the User, Our HCD Strategy” playbook.

North Carolina was awarded the Cross-Boundary Collaboration & Partnerships Award for its “NC eLink: Completing the Picture to Improve Constituent Services” initiative.

The state Cybersecurity Award was given to Hawaii for “Surfing the Cyber Risk Monster Wave.”

California took the award for Data Management, Analytics & Visualization for its “All-Hazards Dashboard.”

Tennessee was awarded the Digital Services: Government to Business accolade for “Transforming Agriculture Licensing & Permitting: Milking Enterprise Innovation for Streamlined Processes.”

There was a three-way tie for this year’s Digital Services: Government to Citizen Award between Minnesota for its "Delivering Swift Relief to Minnesota’s COVID-19 Frontline Workers" project; Ohio for its "Streamlining Access to Child Care Benefits" project; and Tennessee's "MyTN: Placing Government in the Palms of Citizen Hands" project.

The Emerging & Innovative Technologies Award was given to Minnesota for “Digital Bridges: The Future is Here.”

Indiana came away with a victory as the Enterprise IT Management Initiatives Award winner for “SEAL: Continuing to Hire the Next IT Professionals.”

North Carolina received the Information Communications Technology (ICT) Innovations Award for “ATSC 3.0 in Public Safety Communications.”

The State CIO Office Special Recognition Award went to Minnesota for its strategy on “How AI Enhances Driver and Vehicle Services for Minnesota Residents.”
