Pittsburgh Mayor Nominates Heidi Norman for Permanent CIO

Norman was first named acting city CIO in 2020, following the departure of Santiago Garces. Her nomination by Mayor Ed Gainey to serve permanently will need to be approved by the City Council.

Heidi Norman, who has been serving as acting director of Innovation and Performance in Pittsburgh, has been nominated to fill the role permanently.

The announcement came from Mayor Ed Gainey’s office, with the nomination next requiring official action by the City Council.

Norman became acting CIO in 2020, following the departure of Santiago Garces, who returned to South Bend, Ind., to become that city’s executive director of community investment.

In a statement, Gainey said Norman brings, "a wide range of experience in and outside public service, a deep commitment to making government work better, and a strong investment in building a Pittsburgh for all.”

As director of Innovation and Performance, Norman will oversee the maintenance and security of the city’s IT network, strive to make city services more accessible and user-friendly for residents and oversee Pittsburgh’s 311 response center.

Norman has worked with regional and university partners to introduce smart city systems, as well as improved cybersecurity programs.
