Raleigh, N.C., Hires Mark Wittenburg Away from Tempe, Ariz., as CIO

Wittenburg brings three decades of experience to the North Carolina city, which lost its CIO to Texas earlier this year. His four years as Tempe CIO included digital equity and data transparency work.

One of the most powerful and populous cities in North Carolina has a new chief information officer.

Raleigh has hired Mark Wittenburg as its CIO. He starts Sept. 26.

Wittenburg comes from Arizona, where he worked as CIO for the city of Tempe, a job he started in 2018, according to his LinkedIn profile. Tempe originally hired him in 1992 as IT manager.

According to a press release from Raleigh, Wittenburg’s time in Tempe included addressing digital equity via 5G and fiber installations, the deployment of smart water meters and “building an organizational culture that embraces innovation.”

He crafted the model for the city of Tempe Mayor’s Data and Transparency Pillar, an effort designed to promote better data governance and transparency around public safety and health.

Wittenburg also works as an adjunct professor for the University of Phoenix, from which he earned bachelor’s and master’s degrees.

“Mr. Wittenburg is a progressive IT professional, who leads with both innovation and equity in mind,” said Raleigh City Manager Marchell Adams-David in the statement. “His ability to build strong relationships at all levels of the organization, and in the community, aligns perfectly with the needs of our organization.”

In May, Raleigh CIO Sindhu Menon left for the CIO job in Harris County, Texas. She had worked for Raleigh since 2021. Raleigh CISO Rob Reynolds temporarily replaced her.
