City Manager Norbert Dueñas made the announcement after ratification from the City Council.
In the position, Lloyd will manage a $21 million budget and 83 employees. Among his top priorities are overseeing the technology upgrades for the city’s enterprise systems including budget, financial management, personnel, planning and permitting solutions.
Sitting in the heart of Silicon Valley, Lloyd will now have an abundance of resources from potential partnerships with local universities, as well as a well-educated, highly trained labor pool.
“The incredible creativity and innovation in Silicon Valley is inspiring,” Lloyd said, “I’m looking forward to working with city departments and the IT team to serve this community.”
In his time at Avondale, Lloyd was named one of Government Technology’s Top 25 Doers, Dreamers & Drivers of 2015 for his commitment to IT excellence and his 80 percent project success rate. One of the keys to his administration was his emphasis on goals rather than precise specifications for projects.
Lloyd, who has previously served as CIO of Ashland, Ore., and Chief of Information Technologies for Colorado’s Parks and Wildlife Department, will start mid-July following Sammeta's departure.
